These pretty cuffs are vintage circa 1960s/70s. They are probably from East India and are fashioned from brass. Each cuff has different ornamentation on the ends, there's elephant heads, hands and shells. They measure 2 1/2 inches across and about 4mm thick and are bendable so they can be adjusted. The condition is very good and there are no makers marks.
